I asked for copy of any rules in existence at the Civil Hospital for the guidance of the Superintendent, warders, and others, Dr Wharry sent in copies of instructions to Wardmasters and of regulations for Chinese Attendants purporting to be copies of instructions in existence, disingenuously concealing
the
fact
that these instructions
had been drawn
up by him
after receiving my orders.

Copy of the inquest held in 1877 to which Dr Wharry refers is also annexed (Enclosure D) from which it will be seen that the man was attended to by Dr Ayres very soon after reaching hospital and died from shock.

As regards the report by Dr Breen and Thompson, of which copy is forwarded by Dr Wharry, I beg to refer to my remarks thereon in my despatch No. 11:55 of 8th April, 188*, and also to state that Dr Wharry has been relieved since then of the greater part of the medico-legal work.
